Cotton is planted every year, and technological innovation and promotion are carried out every year. Changji Prefecture is an important production base of high-quality cotton in Xinjiang. At present, the cotton planting area of Changji Prefecture is 1931400 mu, and the proportion of high-quality cotton varieties is more than 85%.

Variety is the key factor to determine cotton quality. Changji Prefecture has established a list system of main varieties planted in the same ecological area. Each county and city should control the number of main varieties within 3, and the number of main varieties of cotton in Changji Prefecture should be controlled within 7, so as to improve cotton quality from the source and boost the high-quality development of cotton industry.

Changji Prefecture also pays attention to technology and service while ensuring the source of seeds. In terms of optimizing the layout, Changji Prefecture actively guided cotton farmers to exit from secondary cotton suitable areas, risk cotton areas and cotton production areas without water source guarantee in an orderly manner, and cotton production gathered in advantageous production areas. High standard farmland construction projects, water fertilizer integration intelligent irrigation and other projects were included in the construction of high-quality cotton base, so as to escort cotton farmers to increase production and income. At present, Changji Prefecture has formed a high-quality cotton base focusing on Manas County, Hutubi County, Changji City and Changji National Agricultural High tech Industry Demonstration Zone.
