   Under the background of profound and complex changes in the environment at home and abroad, the Chinese government has clearly put forward "speeding up the construction of a new development pattern with the domestic big cycle as the main body and the domestic and international dual circulation promoting each other", which is a major strategic choice and strategic plan based on China's own development and focusing on the long-term. As "the pillar industry of national economic and social development, the basic industry to solve people's livelihood and beautify life, and the advantageous industry for international cooperation and integrated development", the textile industry must recognize the external situation of building a dual cycle development pattern, seize the new development opportunities, and combine with the basic advantages to continuously improve the modernization level of China's textile industry industrial chain and supply chain, It provides a solid support for the formation of a new development pattern of China's economy, which takes the domestic big cycle as the main body and the domestic and international dual cycle promote each other.
   01   The internal and external market situation of textile industry under the background of "double cycle"
   As the leading industry of international development and the pillar industry of national economic and social development, China's textile industry is facing the great test of global changes in the past century and the high requirements of the "double cycle" new development pattern. The development situation is extremely complex.
   (1) Profound adjustment of global textile supply chain pattern
   Under the background of economic globalization reconstruction and security development concept strengthening, the global industrial chain layout has shifted from cost led to comprehensive consideration of cost, market, technology, security and other factors. The weight of factor cost has decreased, and the importance of market, technology and security has increased significantly. China's textile industry will also face the overall downturn of international market demand for a long time. The lack of international market demand, the rise of trade protectionism and the malicious cutting of global textile network system will intensify the international market competition and accelerate the adjustment of international textile supply chain.
   (2) Prominent features of consumption upgrading in domestic market
   In recent years, the resilience of China's domestic economic development has continued to consolidate, the income of residents has steadily increased, the domestic demand market space has become wider, and the potential of domestic demand has been continuously released. In 2020, China will become the only major economy in the world to realize the positive growth of economy and goods trade, and the huge domestic demand market with a scale of 1.4 billion has also become the market focus of global attention. At present, China's per capita fiber consumption has reached 25 kg. No matter in terms of fiber consumption scale and consumption structure, it has basically reached the moderately developed international level, and the consumption upgrading characteristics are obvious. In the future, China's domestic demand market will be the core of world economic recovery and development. Domestic residents' consumption is still the main support for the development of China's textile industry. The continuous pursuit of a better life, the constantly upgrading of clothing and household consumption demand and the growth of industrial textile consumption will make China's fiber consumption continue to maintain a stable growth in the next 5-10 years.
   With the growth of consumption scale, the consumption pattern will also have the characteristics of the times. With the continuous rise of China's economic strength and the continuous improvement of people's living standards, a high degree of cultural confidence is revealed from inside to outside. The new generation of domestic market consumers no longer advocate western brands, and the friendliness of domestic brands continues to improve. The concept of Guochao gradually develops from a small number of designer brands to popular consumer behavior. With the continuous improvement of China's international influence, China's independent brands are also steadily moving towards the international stage, which will break the traditional pattern of international fashion brands.
   02    The current situation and conditions for the construction of double circulation and mutual promotion in textile industry
   At present, China's textile industry has good industrial development foundation advantages, strong strategic swing space and outstanding risk resolution ability in the construction of domestic and international dual cycle new development pattern. Although the global textile network system is being maliciously damaged and cut, China has won the development opportunity in the highly effective prevention and control situation of new crown pneumonia, which creates favorable conditions for continuing to guide the global textile industry chain supply chain adjustment, realizing domestic and international dual circulation, and shaping new competitive advantages in the post epidemic period.
   (1) With a complete textile industry chain supply chain foundation, to build a modern textile industry system of integrated development
   China's textile industry has been developing steadily and healthily for many years. It has established the most complete modern textile manufacturing industry system in the world with complete industrial categories and rich varieties. Its production and manufacturing capacity and international trade scale have long ranked first in the world. It is the world's largest textile and clothing industry chain center and supply chain hub, It is the core supporting force for the stable operation of the world's textile and clothing industry. The supporting self-sufficiency of China's textile industry chain is in the forefront of China's industrial chain. The self-sufficiency rate of chemical fiber and fabric exceeds 95%, that of yarn exceeds 90%, and that of equipment exceeds 80%. Since 2011, China's textile fiber processing accounted for more than 50% of the global total. It not only effectively meets the fiber consumption demand of 1 / 5 of the world population and nearly 1 / 3 of the world, but also provides a large number of high-quality fiber products for other countries. The export volume of textiles and clothing accounts for about one third of the global textile and clothing export trade.

   Through years of development, the textile industry has extended from the traditional field of clothing to various fields of production and life, from the original concern about people's quality of life to people's quality of life. Fiber products are not only limited to clothing and household fields, but also widely used in aerospace, national defense and military industry, wind power generation, civil construction, automobile industry, etc Rail transit, marine engineering, optical cable communication, safety protection, environmental protection, sports and leisure and other fields.    China's complete textile industry chain supply chain foundation and modern textile industry system advantages can not be replaced by any country or region in the short term, and will still occupy the world's leading position for a long time in the future, which provides a solid industrial foundation for China to build a new pattern of mutual promotion of domestic and international textile industry.
   (2) With a large scale of domestic demand and strong growth potential, the recognition of domestic consumption culture continues to increase
   First of all, the contribution of domestic demand continues to rise, which plays an important role in supporting China's economic growth. In recent years, the pulling effect of consumption on China's economic growth has been continuously enhanced, and the contribution rate of consumption has continued to increase. In 2020, China's total retail sales of consumer goods will reach 39.2 trillion yuan, and the contribution rate of final consumption expenditure to GDP growth will reach 54.3%. The first driving force of economic growth will continue to consolidate. Domestic demand has maintained stable growth for many years, which has significantly improved the stability and controllability of domestic economic growth, and effectively enhanced China's ability to resist external market shocks.
   Second, the pace of consumption upgrading is accelerated, and there is broad space for consumption growth. In recent years, with the continuous improvement of China's residents' income level, the consumption structure of residents has been upgrading to enjoyment oriented, quality-oriented and development-oriented consumption, and the growth rate of quality-oriented and diversified consumption demand has been significantly accelerated. According to statistics, China's per capita GDP was only 4396 US dollars in 2010. By 2020, China's per capita GDP will reach 10504 US dollars, with an average annual growth rate of 9.1%. International experience shows that after per capita GDP exceeds 10000 US dollars, the endogenous power of economic growth will be significantly enhanced under the guidance of consumption. In the context of a well-off society in an all-round way, with the steady increase of China's residents' income, the super large-scale domestic demand market with a population of 1.4 billion and a middle class of 400 million, and the continuous urbanization process will release more potential of domestic demand, and will provide multi field, multi-level and multi angle demand power for China's textile industry.
   Third, the sense of cultural identity and heritage mission of national consumption has been strengthened. At present, the population of the post-90s and post-00s in China exceeds 300 million. This group of main consumers grew up with the background of China's increasingly strong comprehensive national strength, continuous strong made in China, and continuous improvement of cultural confidence. In terms of the choice of consumer products, they have a high degree of friendliness to domestic brands and a strong sense of cultural identity for national fashion products. According to the survey of post-95 consumers by Aurora Data Research Institute, 70.9% of the respondents are willing to buy domestic or national tide products; 70.5% thought that the quality of domestic products / Guochao products was not inferior to that of overseas brands; 70.8% thought that the original design ability of domestic products / Guochao products was very strong; 67.1% of them thought that the domestic products / national fashion products represented the trend, fashion and personality. On the whole, China's new generation of major consumer groups are proud to wear domestic goods and use domestic products. Textile and clothing products, as a carrier of consumption that focuses on expressing fashion concepts, personality trends and cultural confidence, will also usher in new opportunities for the development of independent brands.
   (3) Integration and innovation continue to deepen, inject new momentum into the development of the textile industry
   At the present stage, a new round of scientific and technological revolution is promoting innovation in various industries around the world. Information technology and traditional manufacturing industries are penetrating and deeply integrated. Communication network, Internet of things, cloud computing and other new generation of information technology are increasingly mature, and widely used in the field of manufacturing industry, which has a subversive reform and reconstruction of the traditional manufacturing industry, and provides a rich innovation channel and platform for the traditional manufacturing industry. The emergence of new technologies, new formats and new models has injected new momentum into the development of China's textile industry.
   With the wide application of new materials, new processes and new technologies, textile and garment products are constantly upgraded towards the direction of functionality, environmental protection and intelligence, and the development ability of new products in the whole industrial chain is constantly improved, which provides consumers with a higher level of demand experience and more dimensional consumption choices. At present, China's fiber material technology has basically reached or approached the international advanced level, some technologies have reached the international advanced level, and the application fields of new products have been steadily expanded.
   While enabling products by science and technology, the application of science and technology also accelerates the integration and transformation of channels, and promotes the positive reconstruction of traditional channels. The iterative development of various e-commerce modes and the explosive growth of new formats have stimulated the new competitive advantages of traditional industries. According to the estimation of relevant institutions, the volume of e-commerce transactions in the textile and garment industry will reach 7.29 trillion yuan in 2020. According to the relevant statistics of the National Bureau of statistics, since the release of national online retail data in 2015, China's online retail sales of wearing goods have maintained a double-digit growth until 2019. Although affected by the epidemic situation, the growth rate of online clothing consumption will decline in 2020, but with the efficient promotion of epidemic prevention and control in China, the growth of online retail sales of wearing goods has returned to a double-digit high level since 2021.

   (4) Optimize the layout of free trade zone and open up diversified market for textile industry
   In recent years, due to the continuous aggravation of Sino US trade frictions and the repeated challenges to the multilateral trade system, the risks of carrying out global trade cooperation in relevant fields of China have been significantly increased, and the development of international markets has been hindered. In order to cope with the remodeling and changes of the international trade system and break through the blockade of relevant markets on China's economy and science and technology, China actively promotes the construction of free trade zone. Up to now, China has signed 19 free trade agreements with 26 countries and regions, with free trade partners covering Asia, Latin America, Oceania, Europe and Africa. In November 2020, the signing of the regional comprehensive economic partnership agreement (RCEP) marks the conclusion of the free trade zone with the largest population, the largest economic and trade scale and the most potential for development in the world. According to the calculation of CCID Research Institute, during the 14th Five Year Plan period, RCEP can promote the growth of China's export and GDP by 1.95 and 0.04 percentage points respectively, and increase the growth rate of China's textile and clothing output by 0.86 percentage points.
   On the whole, the active construction of the free trade zone will not only help to further tap the bilateral trade potential, provide important support for China's textile industry to open up a diversified international market, but also play an important role in stabilizing and optimizing the supply chain of industrial chain in related fields. Through diversified international market layout and positive interaction with domestic industrial upgrading, China's textile industry's international resource allocation capacity will be further improved, and the construction of domestic and international dual cycle development pattern will be more effectively promoted.
   03   Suggestions on promoting textile industry to build "double cycle" development pattern
   First, it is necessary to guarantee the consumption demand of people's livelihood and guide the upgrading of domestic consumption. Textile enterprises should strengthen the research on consumption demand, deepen product development, and play a role in guaranteeing consumption demand and guiding consumption upgrading. In the high-end consumer market, we should continue to promote the cultural integration of products, the application of science and technology, and fashion guidance; In the middle and low-end market, we should gradually guide the improvement of consumption quality and the transmission of value concept. To promote the supply of multi-level and diversified products and services, match the diversified market demand, and fully meet the people's new expectations for a better life.
   Second, innovate consumption mode and expand industrial consumption space. With the advent of digital era, information technology is deconstructing and reshaping the traditional supply and demand model. Especially affected by the epidemic situation, it has accelerated the pace of integration of traditional industries into the digital era. Textile enterprises should strengthen the collision with internet thinking, build a new fashion communication system, break the constraints of time and space, and promote the development of high-quality products, high-quality creativity and high-quality service. It is necessary to empower products and create new business value through data-driven. Channel empowerment through digital technology, optimize the store network and consumption experience. We should actively expand the scope of industrial services and expand the space of industrial consumption. To promote the development, innovation and upgrading of industrial textiles materials, strive to promote the integration of products in related fields, and further cultivate and expand market space.
   Third, promote the convergence of standards and promote the smooth docking of domestic and foreign markets. At present, there are still great differences in technical regulations, technical indicators and standards of textiles and clothing in domestic and foreign markets. Due to the differences of market standards and evaluation systems at home and abroad, foreign trade enterprises can not timely adjust to enter the domestic market, and domestic enterprises can not smoothly connect with international demand. It is urgent to actively promote the convergence of quality standards and certification of textile industry at home and abroad, which can not only help foreign trade enterprises solve the standard problem of entering the domestic market, but also help to promote the smooth circulation of textile and clothing products in the domestic and foreign markets.
   Fourth, make effective use of transnational resources to consolidate the core position of the global textile industry chain. Through high-quality global productivity layout and international development, actively integrate high-quality resources at home and abroad, encourage key enterprises to build global R & D centers, design centers and innovation centers, and gradually promote the transformation from product output to technology driven and design led supply chain export.
